WHEREAS, election integrity has been clearly shown to be in question; and
WHEREAS, our constitutional republic cannot exist, as intended, without reliable elections; and
WHEREAS, a clear means of preventing election fraud is required; and
WHEREAS, voting machines have been shown to be used in election fraud; and
WHEREAS, paper ballots have been shown to be used in election fraud; therefore be it
RESOLVED, that the South Carolina Republican Party State Executive Committee push forward legislation that would enact a new state voter ID system and a new voting system. The voter ID system would require similar forms of identification to acquire as is required for a passport (photo ID, birth certificate, etc.). Said system would then assign a blockchain ID to the voter. This ID would be guaranteed to be unique. As such, it would be easy to identify duplicate votes, as well as making it easy to identify fraudulent votes. The new voting system will also need to ensure both TRACEABILITY and ACCOUNTABILITY.
Traceability refers to the ability to see, at each level (district, county, and state) that each vote arrived in tact and unaltered.
Accountability refers to the ability for the voter to verify that their vote made it to the endpoint in tact and unaltered.
The voter ID must be available free of charge to avoid claims of voter suppression or racism.
The voter ID must be available only to a citizen of the United States who also have their primary residence in South Carolina.
The voter ID system must include the ability to permanently burn a voter ID (make it permanently unusable in the future) in the case that a person loses their card. In that case a new card, and number, should be issued.
The voting system should be purged of dead voters weekly. This ensures that the work load does not build up to unmanageable amounts while also ensuring that it is up to date even in the rare case of an unexpected election.
The voting system must explicitly state "no same day registration".
The voting system must explicitly state "no ballot harvesting". This would make it illegal to have people filling out ballots for people in nursing homes, etc.
The voting system must explicitly state "no mass mailing of ballots". Requesting a mail in ballot in the accepted manner is still appropriate.
The fines for election fraud should be extreme, and applied per count of election fraud. As an example: If a person fills in ballots for 100 people in nursing homes, filling them all in for one party (ballot harvesting), then if the penalty was $250,000.00 and 2 years in prison it would amount to $25,000,000.00 and 200 years in prison. There needs to be a very real deterrent. The figures stated here are only intended as an example. The point is that we need to send a very clear message, "We will not tolerate voter fraud in South Carolina."
All poll watchers must be allowed to see ballots clearly enough to read them. If there are reasons to keep people 6 feet apart then the process must allow for each person to see each ballot individually. Any attempt to block them from entering the premises where the vote count is being done, or to remove them from the premises, or to place them in a manner that does not allow them to see the ballots well enough to read them, must be seen as an instance of attempted voter fraud under the law.
The system must be set up so that when all ballots are in two automatic audits are done by the system. The first audit will be to identify all instances where more than one ballot has the same voter ID (duplicates). The other will be to identify all ballots with invalid votyer IDs. If handled correctly, the system software should be capable of doing both of these checks in a small amount of time (E.G. roughly a couple of minutes).
The new legislation should explicitly state that South Carolina will reject any attempt to legislate their election process from the federal level. The constitution grants the states the power to run their own elections. This would include H.R.1, but also block any other attempts at federal overreach.
A side note on the terms "block chain" and "sequential". Both are
terms that relate to a numbering system.
Sequential simply means the numbers are in order. If you ask anyone
what number comes after 100, they can tell you. This is sequential
numbering. It is predictable. This makes it easy for fake numbers
to be injected as well as having real numbers misused.
Block chain uses a mathematical formula to generate unique
numbers within a much larger pool of numbers. Out of trillions of
trillions of trillions of numbers it may, for example, only allow
a couple of billion numbers. These numbers are not easy to guess.
You have to know the formula being used to calculate them to either
generate one, or to verify one. This makes them the next best thing
to impossible to fake.
In either case using sequential, or block chain, the numbers
in use MUST be burned when they are no longer valid. This may
happen if the holder dies, or if the holder loses their ID or has
other reason to believe it has been compromised. This is simply
another measure that makes it harder for cheaters to be able to
cheat.
